Drawing on rigorous data tracking over 5.5 million companies across 350+ ecosystems, this year's report outlines a macro recovery heavily shaped by Artificial Intelligence. Under the strategic coordination of the Istanbul Development Agency (İSTKA) and aligned with T&uuml;rkiye&rsquo;s National Technology Initiative, Istanbul&rsquo;s intentional ecosystem building has successfully positioned it at the absolute forefront of this new global tech order.

Istanbul&rsquo;s momentum is fueled by clear, highly targeted vertical successes. In 2025, FinTech and Gaming jointly accounted for 68% of total startup funding in the city.
Simultaneously, the city has rapidly integrated the global wave of AI innovation. Supported by national AI investment programs and a modernized venture capital regulatory framework, the Turkish diaspora members produced three notable AI unicorns:&nbsp;Airalo, Periodic Labs, and Fal. Adding further institutional weight, global tech giant Uber committed $200 million to establish its AI and Smart Mobility development center directly in Istanbul.

The data unveiled at VivaTech shows that after two years of global contraction, the startup economy is stabilizing. Worldwide late-stage funding rebounded to $210 billion, and exit values surged 164% year-on-year to nearly $800 billion. While historical powerhouses Silicon Valley, New York City, and London still firmly hold the top three positions globally, the report warns of a fracturing global landscape where the competitive order underneath is being entirely rewritten by how deliberately ecosystems move on AI.
The recovery is heavily concentrated around AI-Native firms, which saw an ecosystem value increase of 969% since GSER 2021 and a funding growth of 218%, even as non-AI tech sectors saw overall funding shrink by 36%. Startup Genome notes that AI-Native startups are being funded substantially faster and with substantially larger rounds than the rest of tech.
