The Ministry of Industry and Technology

As the global spotlight shines on Ankara for the historic NATO Summit, T&uuml;rkiye is leveraging this diplomatic momentum to solidify its position as a primary global powerhouse for deep tech and defense technologies. Under the umbrella of the HIT-30 High Technology Investment Program, the Ministry of Industry and Technology has officially launched its newest initiative: The HIT &ndash; Innovative Defense Technologies Call.
Positioning T&uuml;rkiye as a Global Scaling Hub in Defence Tech
Recognizing the critical intersection of security and deep tech innovation, the initiative aims to position T&uuml;rkiye as a premier scaling hub &mdash;a central, international launchpad for investment, manufacturing, and cross-border commercialization of next-generation defense, security and resilience technologies. The call is considered to be in line with NATO's "Innovation Scale-Up Program" &mdash; an approach prioritizing the transition of allied defense technologies into mass production, and expected to help innovative defense companies scale faster and strengthen their production capacity.
Minister of Industry and Technology Mehmet Fatih Kacır has announced the new call: "Innovation is essential, but not sufficient on its own. Innovation only becomes a true strategic power through industrialization. As the Ministry of Industry and Technology, we are launching the HIT-Innovative Defense Technologies Call with a $5 billion support budget."
The HIT-Innovative Defense Technologies Call
The call offers a comprehensive incentive package for eligible investors, including:

<li class="MsoNormal" style="mso-list: l0 level1 lfo1; tab-stops: list 36.0pt;">Public procurement and employment support</li>
<li class="MsoNormal" style="mso-list: l0 level1 lfo1; tab-stops: list 36.0pt;">Access to public test and validation infrastructure</li>
<li class="MsoNormal" style="mso-list: l0 level1 lfo1; tab-stops: list 36.0pt;">Allocation of investment land</li>
<li class="MsoNormal" style="mso-list: l0 level1 lfo1; tab-stops: list 36.0pt;">Favorable financing covering up to 70% of the investment amount</li>

&nbsp;About the HIT-30 Program
HIT-30 is T&uuml;rkiye's flagship High Technology Investment Program, designed to provide comprehensive, tailor-made support to specialized projects in high-priority technology areas. The program spans 8 focus areas &mdash; semiconductors, mobility, green energy, advanced manufacturing, healthy living, digital technologies, communication &amp; space, and value-chain-complementary investments &mdash; covering more than 30 priority investment subjects.
By 2030, the program plans to direct a total of&nbsp;$30 billion toward high-tech investments. To date, calls have already been launched for electric vehicles, batteries, semiconductors, solar, wind, R&amp;D centers, data centers, artificial intelligence, quantum technologies, and industrial robots. The Innovative Defense Technologies Call marks the newest addition to this growing list.
Projects supported under HIT-30 are expected to demonstrate a focus on emerging technologies, strong technical and financial capability, global competitiveness, and clear ownership of relevant know-how and intellectual property.
